Ops Alert Digest

Tracks alert load, age, and response state across the ops teams. The digest seeds a managed alert workbook table with deterministic incidents, hydrates current rows from bf on startup, and keeps the starter alerts visible until host rows arrive. It provides team, severity, and status filters; summary cards for open alerts, overdue items, and aging exposure; an urgency-sorted alert chart; and a selected-alert detail panel so teams can review the alert queue and clear the highest-risk items first.
