Throughput Utilization Scorecard

Provides a deterministic operations view for balancing output efficiency, utilization, and recovery actions across the current horizon. The scorecard seeds managed workbook rows, hydrates the current rows from bf on startup when available, and keeps the starter data visible until host rows arrive. It presents throughput, utilization, backlog, and composite scorecards alongside a trend chart and a prioritized queue so teams can spot where the operating system is under strain and which stream needs attention first.
